29. Power to Make Rules and Bye-Laws:
29.1 The Government of Nepal may, for carrying out the objectives of this Act, make Rules, as may be requried.
29.2 The Authority may, subject to the Act and the Rules made thereunder, make Bye-Laws as may be required
